Our Mission
2nd Chance Voters (2CV) is a Philadelphia-based reentry and social-justice organization dedicated to unlocking the full power of democracy for justice-impacted and historically marginalized people. We operate a **one-stop reentry hub—anchored by our 2CV App and community programming—**that helps returning citizens land on their feet, build a plan, and reconnect to opportunity. Through referrals and partnerships, we connect participants to housing, employment, education, mental-health support, and banking/credit resources; we also offer job fairs, digital and technical skills training, life-navigation coaching, rights education, and a welcoming space to build community.
Our mission is to ensure every person returning from incarceration has the tools, opportunities, and confidence to fully reintegrate into society, thrive as community members, and participate meaningfully in civic life—including through nonpartisan voter education and registration. All 2CV programs are educational and nonpartisan, delivered in partnership with specialized providers and in full compliance with 501(c)(3) guidelines.
Our Vision
Phase 1 — Philadelphia (now)
Philadelphia is home to over 300,000 returning citizens. We envision a city where reentry truly works: every person coming home can quickly access housing, job training & placement, education, mental health care, banking & credit access, and limited record relief, reaching stability within months of release. From that foundation, participants receive nonpartisan voter education and registration to become informed, consistent voters engaged in civic life.
Phase 2 — Pennsylvania (scale)
Across the Commonwealth, there are more than 1,000,000 justice-impacted people. Building on what we prove in Philadelphia, we will replicate our reentry-first, voter-readiness model statewide—so people stabilize first, then register and vote reliably as part of everyday civic participation.
Long-term outcome
Philadelphia first, Pennsylvania next: a reentry ecosystem that delivers real opportunity—and communities where justice-impacted citizens are stable, informed, and consistently voting.
